What His Excellency the President, Dr. Ernest Bai Koroma and his All People Congress Party did last Tuesday to turn the sod for the construction of a 7 storey building at Pultney Street in the Central Part of Freetown have been interpreted as contempt of court.
The controversial pieces and parcel of land at 27 Pultney Street is an inconclusive matter at the Appeals Court of Sierra Leone and according to lawyers, starting construction at the said land by the ruling party when the matter is still in court is a blatant disregard for the court.
People very close to President Koroma blamed the Secretary General of the party, Ambassador Osman Foday Yansanneh for failing to brief the President that the said land is an inconclusive matter at the Appeals Court of Sierra Leone.
The said parcel and pieces of land at 27 Pultney Street is allegedly owned by a former popular cookery seller who used to sell cookery at Percival Street Haja Aminata Conteh.
The land was bought by this cookery seller from Arthur Boston commonly called WARM JAH BONE as deed of gift and was originally owned by the Valcarcel before the Boston bought it.
The said land was bought by the cookery seller in 1998 for the sum of 4 Million Leones then and she has been developing the land when the APC said that they owned it.
For this controversy, the matter was taken to court and judgment was handed down in 2007 in which the Cookery Seller won against the APC.
Garnishee Order in the position of SALONE TIMES dated the 13 May 2008 states.” the 2nd garnishee do pay to the judgement creditor (Haja Aminata Conteh) the sum of Le21,350,400.00 being solicitor’s taxed costs as ordered by the Supreme Court of Sierra Leone such account to be paid to the account 1291404 held by the said 2nd garnishee for the judgement debtor (All People Congress Party) herein.
However the APC appealed and the matter is still in the Appeals Court for which lawyers are waiting for judgment.
When SALONE TIMES contacted the Secretary General of the APC, Ambassador Osman Foday Yansanneh about the said matter, the APC Secretary General replied, ” Ask the Master at both the High Court and Court of Appeal judgments.

When the Lawyer of the APC was called, he told SALONE TIMES that it (SALONE TIMES) should tell the APC Secretary General that he has nothing to say about the said matter and that only President Koroma will compel him to say anything about the land in question.
Lawyer Sahid Sesay confirmed to SALONE TIMES that the matter is still in the Appeals Court and that two weeks ago he represented the party in court for the said land.
Meanwhile unconfirmed sources revealed that this matter has been in the court since 2003 and that there have been three judgments all in favor of the said cookery seller, Haja Aminata Conteh.
